PHS | Acronym/Organization | The Portland Hotel Society (PHS) started in 1993 as an effort to fill the void created by senior levels of government. They take risks that government agencies won’t and advocate for the hard to house. It’s not ideal, but it works, and the 2014 firestorm over expenses show just how important their work really is.
